Otter signs wolf disaster bill

Gov. Butch Otter this morning declared a state of emergency in Idaho due to the wolf population by signing a bill that gives him additional authority over the state's wolf population.
Federal legislation has lifted endangered species listing from Idaho wolves and returned them to state management, and Otter expressed concern earlier this month regarding the bill and separation of powers.
However, Otter told Reuters this morning that the bill would give him more control if state control over wolves was revoked in the future.
