The Bellevue City Council on Monday will consider a draft ordinance that would give developer Jeff Pfaeffle a two-year extension on a $500,000 annexation fee payment due this month.
The draft ordinance cites a ruling made in bankruptcy court last year that prohibited the city of Hailey from collecting about $2.5 million in annexation fees that developer John Campbell agreed to pay when his Old Cutters subdivision was annexed into the city. Hailey is appealing the ruling in federal district court.
At Pfaeffle’s request, about 100 acres in Slaughterhouse Canyon was annexed into the city five years ago for the Strahorn subdivision. The development is expected to eventually bring 150 homes into the city.
Pfaeffle agreed in 2009 to give the city $5,146,300 in cash, property and city infrastructure improvements, mainly in exchange for hooking up to city services and being able to develop under city zoning codes.
Under the annexation agreement, a payment of $500,000 is due by the end of January. This amount is nearly half the city’s annual budget.
Mayor Chris Koch said last week that the city had been in touch with Pfaeffle, but he did not return a phone call by press deadline Tuesday seeking information on why the city is considering the extension.
The council will decide whether to pass the ordinance allowing Pfaeffle to postpone the payment at a public meeting Monday, Jan. 13, at 6 p.m. at City Hall.
