The Ketchum City Council on Monday unanimously approved the rezoning of two residential lots south of the city’s downtown core that previously did not conform to the city’s code. The decision was made pursuant to a recommendation from the city’s Planning and Zoning Commission.
Representatives of rezoning applicant RGSV LLC said at the council meeting that the change could open up new development options in the area, which includes the River Glen and Mortgage Row subdivisions along state Highway 75 south of downtown Ketchum and north of the hospital.
The properties in question are Lot 1 of River Glen and Lot 14 of Mortgage Row. They are adjacent. Lot 1 provides access from Highway 75 to properties in the area via Meadow Circle. It was designed as a non-developable lot with access, utility and other easements, according to a staff report included in the meeting packet. However, at the meeting Garth McClure, a principal for Ketchum-based planning firm Benchmark Associates and the RGSV’s representative at the meeting, said that more freedom for development could be achieved in the area if both Lot 1 and Lot 14 were rezoned.
The lots were previously zoned as LR-1, which requires a minimum lot size of one acre (43,560 square feet). RGSV applied to have the lots rezoned to LR, which requires a minimum lot size of only 9,000 square feet. Both lots are smaller than one acre (26,201 square feet for Lot 1 and 25,763 for Lot 14).
“Lots can be more saleable, less of an issue for property transfers, when they are complying versus non-conforming,” Planning Manager Joyce Allgaier said in an interview after the meeting.
Allgaier also said RGSV might apply to subdivide the two lots to create three developable about-9,000-square-foot properties plus an access property out of the original two.
