Developer gets community-housing adjustment from county

    The developer of a new affordable housing complex will subsidize the rent of one fewer unit when the complex is completed later this year, due to a decision this week by Blaine County commissioners.
    A development company called CK Enterprises was cleared in November 2011 to begin construction on a 15-unit apartment complex near St. Luke’s Wood River Medical Center south of Ketchum. The site is located in the county’s Community Housing Overlay, a zoning area meant to encourage development of affordable housing by allowing builders bonus density if they agree to provide a certain number of rent-regulated units.
    Blaine County planner Kathy Grotto said the original application was approved for 15 units, 10 free-market and five community-housing units, mostly a mix of one- and two-bedroom units with one three-bedroom.
    However, since the application was approved, the county approved amendments to the community-housing ordinance that governs the Community Housing Overlay. Under the new ordinance, the developer would have only been required to provide four affordable housing units.
    CK Enterprises representative Marc Reinemann asked the commissioners to amend the development’s permit to comply with the new ordinance.
    “They are attempting to keep this [development] as affordable as possible,” he said. “But in that guise, if a number of the Blaine County Housing Authority units are [rented at] an extraordinary deal, it falls on the other people to make up for it.”
    Reinemann’s original application called for three one-bedroom, one two-bedroom and one three-bedroom community housing units.
    The amended application calls for two one-bedroom and two two-bedroom community-
housing units, allowing the developer to collect full rent on all three three-bedroom units located in the complex.
    Commissioners unanimously accepted the amendment on Tuesday. The development is expected to be completed by summer.
